Background Information
The FAO Investment Centre has supported the design and implementation of an IFAD-funded project led by the Ministry of Agriculture, Livestock and Fisheries of Benin called PADAAM (Projet d’Appui au Développement Agricole et à l’Accès au Marché). Its objective is to sustainably improve nutritional and food security in the country and the incomes of small-scale producers, in particular women and youth. The project is fully in line with the agricultural component of the Government Action Programme (PAG 2016-2021). It advocates for sustainable creation of added value by promoting inclusive economic partnerships linking small producers and their organisations to the private sector and the market. It focuses on conventional agricultural sectors (rice, maize and cassava) which are key to growth, food security, and nutrition. The Government has chosen to use the FAO Rural Invest methodology to accompany small and medium-scale farmers in their business development. RuralInvest is a free toolkit designed to support field technicians in their work with entrepreneurs by allowing the systematization and development of bankable and sustainable business proposals. Rural Invest’s participatory bottom-up approach ensures that farmers take ownership in their projects. Business plans are developed through interactive group sessions, use of flipcharts, and constant communication between Rural Invest users and the farmers. The method helps ensure more informed investment decisions and improves access to finance.
