1. The FAO Committee on Fisheries endorsed the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication ten years ago.
2. They are the world’s first and only global normative instrument entirely dedicated to small-scale fisheries.
3. The needs and aspirations of more than 500 million people around the world are reflected in those guidelines.
4. Small-scale fisheries provide at least 40 percent of global marine and inland fisheries catch and contribute, at least partially, to their livelihoods.
5. Today, I am pleased to be celebrating with you all that we have achieved together so far, and I look forward to what we can continue to achieve, together, in the future.
6. Thanks to these Guidelines, small-scale fisheries have a voice, and we have seen concrete impact!
7. For example, 20 countries have specifically included the Voluntary Guidelines in their policy and regulatory frameworks;
8. Seven countries are engaging in National Plans of Action for Small-scale Fisheries, and two more have recently approached FAO for support to develop such plans.
9. As a result of these National Plans, some countries now have dedicated women fish worker organizations, and their members are benefitting from improved equipment, capacity development and a voice in policy processes.
10. Academic research dedicated to small-scale fisheries is growing, expanding the knowledge base for decision-making.
11. And the General Fisheries Commission for the Mediterranean (GFCM) is implementing a ten-year action plan for the Guidelines.
12. Over the last three days, FAO has hosted the second Small-Scale Fisheries Summit.
13. This is an important space for small-scale fisheries organizations and civil society to engage with other partners, complementing FAO’s Committee on Fisheries (COFI) in giving voice to small-scale fisheries.
14. Much remains to be done, but every initiative contributes to our collective effort to make small-scale fisheries an integral part of the transformation of global agrifood systems.
15. Today, as we celebrate a decade of success, let us recommit to supporting the empowerment of small-scale fisheries.
16. Let us reaffirm political engagement at the highest level with investments in capacities and resources.
17. Let us be inspired by today’s testimonies as we continue to work together to truly secure sustainable small-scale fisheries for a Blue Transformation,
18. And the Four Betters: better production, better nutrition, a better environment and a better life – leaving no one behind.
