Attendees included: Mr. Abebe Haile Gabriel, Assistant Director-General of the Regional Office for Africa represented FAO on behalf of the Director General, His Excellency Yoweri Kaguta Museveni, President of the Republic of Uganda, The Minister of Agriculture, Animal Industry and Fisheries of Uganda (MAAIF), Honorable Vincent Bamulangaki Ssempijja. 
The delegation from China was headed by Mr. Yang Yi, Director- General of the Foreign Economic Cooperation Center (FECC) of the Ministry of Agriculture and Rural Affairs (MARA)
