Blue Transformation in Action
Video Message By Dr QU Dongyu, FAO Director-General

8 June 2024
Excellences,
Ladies and Gentlemen,
1. Welcome to the launch of FAO’s flagship State of World Fisheries and Aquaculture (SOFIA)
report 2024.
2. I congratulate the Government of Costa Rica for hosting this High-Level Event and for cohosting, together with the Government of France, next year’s UN Ocean Conference - critical milestones in our journey towards achieving the SDGs.
3. SOFIA 2024 focuses on Blue Transformation in Action, reflecting the pressing need to
transform aquatic food systems for greater food, nutrition, and livelihoods security,
4. And sets out three key findings.
5. First: Fisheries and aquaculture production continue to grow, reaching an all-time high of
223.2 million tonnes.
6. For the first time ever, aquaculture production of aquatic animals surpassed capture fisheries.
7. But aquaculture’s continued growth must be more efficient, more inclusive, more resilient and more sustainable,
8. And it must expand in food-deficit regions, without compromising the environment.
9. Second: Fisheries production remains stable globally, but dynamic regionally.
10. Sustainability levels remain challenging, but we must continue to make positive progress.
11. We must continue to work together to achieve effective global management of the world’s fisheries, prioritizing equity, and resilience to safeguard the well-being of the millions reliant on the sector.
12. And third: SOFIA predicts a 10% rise in aquatic animal production by 2032 to meet growing demands for aquatic foods.
13. Currently, people are eating more aquatic foods than ever, estimated at 20.7 kilos per capita.
14. These numbers show that aquatic food systems serve as pillars of global food security and nutrition.
15. But not only. They are also an important source of employment and income for millions, supporting the livelihoods of 600 million people worldwide, contributing to reducing
poverty, and strengthening resilience.
16. By focusing on Blue Transformation in Action, SOFIA highlights the role of technology and
innovation in boosting the efficiency and inclusivity of aquatic food systems.
17. It emphasizes the role of science and data in shaping policies that prioritize both people and the planet.
18. I firmly believe that SOFIA 2024 will serve as a global reference to inform on the vital role
and contributions of fisheries and aquaculture,
19. Supported with the data and evidence to drive sustainable transformation for the Four Betters: better production, better nutrition, a better environment and a better life - leaving no one behind.
20. Thank you.
