Institutional strengthening at the Ministry of Food and Agriculture began in January 1992 in Tirana, Albania. The project was to assist the Ministry of Food and Agriculture in its transition from a central planning ministry to one with a service-oriented approach towards the agricultural community in the country. Farms in Albania are on average 1.5 ha. Few farms are in contiguous parcels, more often they are dispersed. Mechanization is limited and consequently animal traction is more common.
