PHILIPPINES 1984. The FAO/UNDP South China Sea Development and Coordinating Programme (SCSP)
1984 (exact date unknown). Philippines. FISHERIES DEVELOPMENT: Philippines, 1984 - Mariki Sahaya, a village of Moslem ӳea gypsies" near Zamboagna. These nomadic people build their temporary shanty dwellings over water. They live by catching and selling fish and after a few years, as the waters become exhausted, move on to another site.
The FAO/UNDP South China Sea Development and Coordinating Programme (SCSP), based in Manila, lasted from 1973 to 1983. The programme has focused on pelagic surveys by acoustic methods, resource assessment, fishery statistics, and has helped countries to develop management strategies (Exclusive Economic Zones). It has also established the Committee for the Development and Management of Fisheries in the South China Sea (CDMSCS) under the aegis of the Indo-Pacific Fisheries Commission as a permanent regional coordinating mechanism and an expansion of TCDC. A very successful project, it has generated funding of some $238 million from various agencies, including the Canadian International Development Agency, the World Bank, the Asian Development Bank and the Nordics.
