Ladies and Gentlemen,
Dear Colleagues,

Black soils are the most fertile soils in the world. They are high in organic matter content, able to retain water and nutrients, and are essential for crop and livestock production.

They are highly fertile, carbon rich, resilient to erosion, thereby helping to maintain soil structure and are important partners in our fight against climate change.

They are found around the globe, from the Great Plains of North America, the Pampas of South America, to the Eurasian Steppe, and the Northeast Plain of China.

As set out in the FAO Global Status of Black Soils launched in 2022, black soils cover 725 million hectares of land around the world.

Although black soils occur only on 17% of global cropland, it is estimated that in 2010 66% of sunflower seeds, 51% of small millet, 42% of sugar beet, 30% of wheat and 26% of potatoes were harvested globally from black soils.

That is why black soils are called the Giant Panda among Cultivated Lands in the world.

But black soils are also endangered.

Poor soil management practices cause a high negative impact on productivity and loss of soil organic carbon, and we need to support countries with black soils to protect and sustainably use them.

In this regard, China has made great commitments such as through national legislation on black soils that the Jilin Province is championing.

I hope this Symposium will help to deepen our understanding of black soils, spotlight best management practices, and develop impactful solutions to conserve, manage and sustainably use black soils.

Let me take the opportunity to thank all partners working together to preserve our black soils for their dedication, insights, and commitment.

I also wish to thank the Jilin Province and Jilin Academy of Agricultural Sciences for bringing us together to discuss and value black soils as key contributors to the transformation of global agrifood systems to be more efficient, more inclusive, more resilient and more sustainable,

For the Four Betters: better production, better nutrition, a better environment, and a better life - leaving no one behind.

各位同事,

黑土是世界上最肥沃的土壤。

黑土有机质含量高,能够涵养水分和养分,对作物和畜牧生产至关重要。

黑土肥力高、富含碳、抗侵蚀,有助于保持土壤结构,是我们应对气候变化的重要资源。

从北美大平原到南美潘帕斯草原,从欧亚大草原到中国东北平原,黑土分布遍及全球。

粮农组织2022年发布的《全球黑土状况报告》显示,全球黑土覆盖面积为7.25亿公顷。

尽管全球耕地中黑土占比仅为17%,但据估计,2010年全球66%的葵花籽、51%的小米、42%的甜菜、30%的小麦和26%的马铃薯都产自黑土。

因此,珍贵的黑土也被称为“耕地中的大熊猫”。

同时,黑土也面临着严重威胁。

由于土壤利用管理不当,一方面严重损害土壤生产力,另一方面造成土壤有机碳大量流失。因此,当务之急在于为黑土分布区国家提供必要支持,推进黑土保护和可持续利用。

中国政府已经就此做出重大承诺,吉林省正在牵头推进国家立法,切实保护黑土资源。

期待本次国际研讨会紧扣黑土保护、管理和可持续利用的主题,深化认识,聚焦良好管理做法,谋求有效解决方案。

借此机会,我谨代表联合国粮农组织向所有积极开展黑土保护的各方合作伙伴致敬,感谢大家围绕这一重要的事业矢志不渝,精诚团结,奋发不息。

感谢吉林省政府和吉林省农业科学院搭建平台,集思广益,以黑土为媒,借黑土之力,全面推进转型,建设更高效、更包容、更有韧性和更可持续的农业粮食体系,
