People in the soums - or administrative districts within the larger provinces - tell the same story over and over to the FAO assessment mission. "We are all in debt," they say. They have no way to feed their animals if the winter is hard. The government's capacity to help is also restricted - not only have livestock prices collapsed, so too has that of Mongolia's main export, coal. It's also banned the export of wheat and bran - which ids often used as animal feed - after the harvest was 40% down.
