MONGOLIA 2014. Early warnings leads to more effective and timely responses in Mongolia. 
This is a financial emergency and also one of resources. Mongolia has too many animals and not enough pasture. The national herd is at its largest ever - 70 million - and exceeds the natural rangeland's carrying capacity. The summer drought, where rainfall stopped in early July, means that even without a severe dzud many animals will not have put on enough fat for them to survive. In the past, a drought and a bad dzud have gone hand in hand.
