1. Welcome to this Special Session hosted by FAO on National Water Roadmaps.
2. Water is key to achieving all the Sustainable Development Goals.
3. Currently 2.4 billion people live in water-stressed countries, and 733 million people - about 10% of the global population - live in countries with high and critical water stress.
4. Drought and floods are becoming more intense and frequent due to the impacts of the climate crisis.
5. We’ve seen it very recently in the headlines: in my home country China, in Brazil, in Kenya, in Dubai, and many others.
6. Negatively affecting agriculture and food production, economies, and livelihoods, especially for women, youth, and rural populations.
7. We must rethink how to use and manage water resources in a sustainable and equitable manner.
8. Agriculture holds the key.
9. The sector is responsible for 70% of global human freshwater withdrawals, and it must therefore be at the core of our water resources management.
10. By 2050, global production of food, fiber and feed will need to increase by 50% compared to 2012 levels to meet the increasing demands of a growing population.
11. Under a business-as-usual scenario, this would mean at least 35% more freshwater resources, which is unthinkable.
12. We have to advance our data and information, and science and technology, to support the 4Rs of water resources management: reduce, reuse, recycle and replenish.
13. This is why, as part of FAO’s Water Journey which began in 2022, I am excited to officially launch the National Water Roadmaps initiative at this 10th World Water Forum.
14. These Roadmaps are key tools to help countries deal with the growing and competitive demands for water by all sectors, by establishing their new national water vision, priorities, and investment plans for the future.
15. FAO is committed to continue providing technical support to develop National Water Roadmaps through country-led dialogues and participatory processes.
16. To kick off the implementation of this initiative, China has generously committed 1.5 million US Dollars in support through the FAO-China South-South Cooperation Trust

17. And I wish to convey my appreciation to all participating countries. Ladies and gentlemen,
18. To achieve our shared water vision, we must join forces to co-advocate, co-design and
co-implement water solutions to support the transformation of global agrifood systems to be more efficient, more inclusive, more resilient and more sustainable,
19. For better production, better nutrition, a better environment and a better life, leaving no one behind.
