Civil Society Leaders
Ladies and Gentlemen,
Dear Colleagues,
1. I am pleased to welcome the participants of the Civil 7 Summit in the FAO Headquarters.
2. The Civil 7 is an important platform for engaging with the G7 on key issues such as
promoting social and economic development and well-being for all, ensuring access to
healthy diets, gender equality, and protecting the environment, among others> Priorities
which support FAO’s mandate.
3. In particular, allow me to highlight the relevance of some of the C7 Working Groups to
FAO’s mandate, such as:
 Climate, Energy Transformation and Environmental Justice;
 Economic Justice and Transformation;
 Global Health;
 Principled Humanitarian Assistance; and
 Food Justice and Food Systems Transformation.
4. Furthermore, the FAO Strategic Framework 2022-31 supports the Members for
Sustainable Development through the transformation to more efficient, more inclusive,
more resilient, and more sustainable agrifood systems,
5. For Better Production, Better Nutrition, a Better Environment, and a Better Life – the
Four Betters - Leaving No One Behind.
6. Civil society plays a fundamental role in supporting the advancement of the 2030
Agenda by raising awareness and mobilizing societies at all levels towards the required
efforts to achieve the SDG targets, and ensuring alignment in this direction.
7. An important example of civil society’s contribution was the mobilization for greater
political commitment towards achieving the 1970 UN General Assembly resolution that
established the goal for countries’ Official Development Assistance (ODA) of “a minimum
net amount of 0.7% of its GDP”.
8. There is, however, still a long way to go towards meeting this target.
9. The multi-layered crises that we have been facing requires continued efforts to raise
awareness, political support, mobilize societies and financial resources to eradicate
hunger and poverty.
10. Civil society also plays a crucial role in the implementation of the principle of “Leaving
No One Behind”, which is central to our agenda.
11. It requires that we not only reach the poorest of the poor, but also combat
discrimination and rising inequalities within and amongst countries, and address their
root causes.
12. Civil society organizations are crucial in supporting people’s rights, promoting equality,
and ensuring accountability for implementation.
13. The participation of civil society organizations in multi-stakeholder governance processes
is important to give voice to the most marginalized,
14. And to ensure that policy makers take into account the needs and views of the poor and
vulnerable groups that do not have access to policy processes.
15. Civil society also plays a very important role in promoting innovations for social
inclusion.  
16. In Brazil, civil society organizations from the semi-arid region developed an approach for
promoting decentralized access to water, with an emphasis on harvesting rainwater.
17. Which then engaged one million rural families in the construction of cisterns to store
rainfed water and to develop capacities for agricultural production in semi-arid
conditions.
18. This proposal then became a public programme that reached millions of rural
households.
Ladies and Gentlemen,
19. The principle of “Leaving No One Behind” requires collective and coordinated actions for
increased and targeted investment for rural development,
20. And for empowering women, youth, Indigenous Peoples, and vulnerable groups to make
their voice heard to ensure policies are responsive to their needs.
21. FAO is committed to continue working closely with Civil Society in an efficient, effective,
and coherent manner to achieve our collective objectives and ensure a better future for
all, leaving no one behind.
22. I wish you a fruitful C7 Summit.
