MOROCCO 1980s. Agricultural Rehabilitation Programme for Africa. 
An official from the Government Extension Service demonstrates the good quality of wheat grown in a region of the Souss Valley where wadi water irrigates the land. - - Agricultural Rehabilitation Programme for Africa. Successive years of drought in sub-Saharan Africa have produced the worst food crisis ever in Africa. To help free Africa from famine and dependence on food imports and aid, the U.N. Food and Agriculture Organization (FAO) launched a special Agricultural Rehabilitation Programme for Africa (ARPA) in 1985 to assist 25 countries, including Morocco. FAO helped Morocco's Ministry of Agriculture and Agrarian Reform Rural Supply Department to restore the traditional networks for diverting flood and seasonal waters in the arid and semi-arid regions, deteriorated by tides in the wadis and the long drought. Resources and equipment were provided to clean dams and restore diversion intakes, stabilize irrigation channels and build earth bunds for controlling water distribution. Agriculture provides 40-45% of all employment and a livelihood for 60% of the population. Normally, about 8 million hectares can be cultivated, 60% by rainfall and 10% by irrigation.
